Perkins+Will was selected by the City of Lubbock to design a complete renovation to an existing 180,000 SF 11 story tower in downtown Lubbock as their new city hall. The newly named Citizen Tower, will consolidate all city offices into one new branded iconic symbol for the city clad in glass curtainwall, white metal panels, and a grey terracotta rain screen. The building had been vacant for many years and was a safety hazard due to material falling off the building. Also, the building was environmentally contaminated throughout. The first step was to completely abate hazardous materials. Next, everything on and in the building was demolished with only the 11 story concrete structure and basement remaining. The Perkins+Will team led an extensive programming effort with the various departments, stakeholders, and city council members consisting of over 60 meetings. The second floor was designed as a Conference Center with multiple sizes of conference rooms and a large employee break room with a roof terrace that can be enjoyed by staff throughout the day. The typical floors 3-10 in the tower are stacked with different departments (some sharing floors) with much attention given to optimum adjacencies and work flow. Brand was integrated on each floor to support the City’s goals and vision. The 11th floor contains offices for the each city council member, city manager, and assistant city managers.
